Scout the BRDM position by the northern entrance to the water treatment plant on Lighthouse
Enter the specified task zone and check for the objective notification. A nearby landmark may be outside the trigger area.

Scout the guard-tower checkpoint southwest of the water treatment plant on Lighthouse

How to do it

Scout three places at the water treatment plant: the BRDM by the northern entrance, the checkpoint with a guard tower to the southwest, and the roof of any of the three main plant buildings. Check the objective notifications as you reach each location.
