Find the laptop at the small ventilation shaft in the alley behind the Nikitskaya Street diner. At Intelligence Center level 1, craft Data from Fence's laptop, read it in your off-raid quest inventory, then give the laptop to Mechanic. Choose the recipient before handing it over.
